Yes the options 1 to 3 refer to sizes. Size 1 is very small (say for a 7 or 8 years old), size 2 would be for a child (meaby around 9 or 10 years old), size 3 would fit many young teenagers or small adults. These are but approximations, since everyone is different. But they are general guidelines.
